In July 2018, the government of Montenegro announced the launch of the Montenegrin citizenship by investment program and the first applications for obtaining Montenegrin passports for investment were accepted in January 2019.

Applicants in the citizenship by investment program must pass a Due Diligence check, make a non-refundable contribution to a government fund, and acquire a stake in a government-approved real estate project — a resort or hotel. In return, applicants and their family members are eligible to apply for Montenegrin passports.

Investors do not need to take exams on knowledge of the language or history of the country, and they do not have to live in the country.

A Montenegrin passport holder can travel visa-free to 123 countries. In order to visit the Schengen area, Montenegro citizens receive permission in the ETIAS system online. A Montenegrin passport allows you to spend up to 90 days in the Schengen zone in any half-year period.

Moving to Montenegro or create a safe haven

A Montenegrin passport by investment allows you to visit Montenegro at any time, even in periods when tourists are not allowed to enter, for example, due to a pandemic. A Montenegrin passport holder can stay or live there permanently but is not obliged to do so. In contrast, tourists from most countries can stay in Montenegro without a visa for up to just 30 consecutive days.

E-2 U.S. business visa

Montenegrin citizens are eligible to apply for an E-2 U.S. visa, which allows them to live and work in the US. Applicants for this visa need to establish or buy a business in the United States. Typically, investors invest $100,000 in a project. In contrast, citizens from a number of other countries can only apply for an EB-5 U.S. visa in return for investments over $500,000.

The investor must fulfill two financial conditions at the same time: make a non-refundable contribution of €200,000 in a specially created state fund in Montenegro and acquire a share in a government-approved real estate project worth €250,000.

The project must be located in the northern or central part of Montenegro, with the exception of the capital Podgorica. The list of eligible projects includes resort complexes and hotels.

Our certified Anti-Money Laundering Officer conducts almost the same Due Diligence check as the government’s citizenship by investment program department. Our screening allows us to identify any potential risks in advance and reduce the risk of our clients’ citizenship application being rejected to 1%.

We need to carry out our preliminary Due Diligence check before signing an agreement with the investor. If we find potential risks that might complicate the application or result in its rejection, we try to find an alternative suitable proposal: for example, sometimes we suggest participation in another program and in other cases, we attach additional documents in the original application.

The preliminary Due Diligence check is confidential. The investor only needs to present their passport.

We prepare a list of documents that must be submitted in the application for Montenegrin citizenship. Our lawyers fill out the government forms on behalf of the applicant, translate the documents if required and also certify them.

We open two escrow accounts in Montenegro for the investor, one for paying the non-refundable fee and the second one for buying a share in the project.

The collection and preparation of the documents to be submitted and the opening of these accounts take place at the same time as the selection of a suitable property.

The investor transfers €200,000 to the escrow account of the state fund, and €250,000 or €450,000 to the escrow account of the real estate developer. The bank releases payments only after approval of the application for Montenegrin citizenship. Otherwise, the money is returned to the investor.

The investor also pays the Due Diligence fee and an administrative fee. These fees are not refundable and the exact, exact amount depends on the composition of the investor’s family included in the application.

Our lawyers submit the application together with the required and recommended package of documents, including proof of payments, to the Citizenship Program Department on behalf of the investor. The government department considers the application and makes its decision within three months.

After the Citizenship Program Department notifies Immigrant Invest of the pre-approval of the application, the bank transfers the money from the escrow accounts to the settlement accounts of the fund and the property developer. The government department then formally approves the investor’s application and invites them to submit their biometric data.

Montenegrin passports are issued for 10 years and can be renewed for a fee of €35 by submitting an application for the renewal of a passport to the Ministry of Internal Affairs of Montenegro.

Who can obtain Montenegrin citizenship by investment?

A Montenegrin passport can be obtained by an investor over 18 years old who has passed the government’s Due Diligence check, has no criminal record, and has a proven legal income source outside Montenegro.

The investor’s spouse, including same-sex couples, can participate in the Monenegrin citizenship by investment program together with the investor.

The investor’s children under 18 and financially dependent children over 18 can also be included in the application.

How much do I need to invest in order to get Montenegrin citizenship?

The investor needs to simultaneously fulfill two financial conditions: make a non-refundable contribution to the state fund of €200,000 and buy a share in a government-approved real estate project, usually resort complexes or hotels.

If the project is located in the north of the country, the minimum investment is €250,000 and if it is in the coastal region or capital, the minimum investment is €450,000.

The investor also pays a Due Diligence fee and an administrative fee. The exact amount of these fees depends on the composition of the investor’s family included in the application.

Is it possible to recover the initial investment?

The contribution to the state fund of €200,000 is non-refundable. However, the property share can be subsequently sold and the money returned to the investor.

The Due Diligence and administration fees are non-refundable.

Is it possible to recover the initial investment if you give up your residence permit?

Only the property investment can be recovered if an investor decides to give up their residence permit before becoming a citizen. The real estate investment can then be sold and the money returned to the investor.

How can I be sure that I will receive Montenegrin citizenship?

No one can guarantee that your citizenship by investment application will be accepted. If anyone makes such a guarantee, you need to study the offer carefully, as you are almost certainly being misinformed or tricked.

In order to reduce the risk of your application for citizenship by investment being rejected to 1%, Immigrant Invest conducts a preliminary Due Diligence check. The applicant’s documents are reviewed by our experienced and knowledgeable certified Anti-Money Laundering Officers. If they find a potential weakness in the application, we look for a suitable alternative solution: for example, we supplement the package of documents to be submitted or advise you to look at a different program, which also meets your criteria.

What are my obligations after obtaining Montenegrin citizenship?

In the Montenegrin citizenship by investment program, you do not need to pass exams on your knowledge of the local language or the history of the country. You are also not obliged to live in the country. The main obligation is not to violate any of Montenegro’s laws.

It is also important to keep in mind that Montenegro does not normally allow its citizens to have a second citizenship. However, the government has made an exception for investors in the country’s citizenship program and allows them to keep their original citizenship.
